Video: Navy vet abused neighbors’ dogs, waged ‘war of terror’: prosecutor

An Oceanside man faces up to 16 years if convicted of charges that he tortured, maimed and possibly killing neighbors’ dogs in what a prosecutor called “a campaign of terror.”
