Bogota, Colombia — Caqueta state Gov. Luis Francisco Cuellar, who was kidnapped this week by suspected leftist rebels, apparently was killed -- his throat slashed -- within a few hours of the abduction, a Colombian investigator said Wednesday.

Villahermosa, Mexico — Authorities announced the arrests of four people suspected of helping the still-at-large gunmen who killed the mother, two siblings and an aunt of Mexican marine Melquisedet Angulo Cordova, hailed as a hero who died in a raid last week that killed drug lord Arturo Beltran Leyva.
