The Nuclear Regulatory Commission issued a fuel loading and low-power operating license Monday for the first reactor of what will be the nation’s largest atomic power plant.

The commission’s Office of Nuclear Reactor Regulation approved the restricted license for Unit 1 of the three-reactor Palo Verde plant about 50 miles west of Phoenix.

The Palo Verde plant, jointly owned by Arizona Public Service and several other utilities in the Southwest, will generate electricity for parts of Arizona, New Mexico, Texas and California, including the Los Angeles area.
