Telephone Service Interrupted: About 40,000 Pacific Bell customers in the El Toro-Laguna Hills area had telephone problems Thursday morning after water in a manhole damaged a cable, the phone company said. Steve Gould, spokesman for the company, said all but about 900 of the customers had full service restored within 2 1/2 hours after the trouble was reported, at about 6:35 a.m, and the rest had phone service by early evening. The flooded manhole was near the intersection of El Toro Road and Rockfield Boulevard. Some of the affected customers live in Mission Viejo, Leisure World, and Lake Forest.
