Gov. George Deukmejian said he would not replace two members of the state Water Resources Control Board whose terms have expired until after the board votes Feb. 5 on a controversial order directing the U.S. Bureau of Reclamation to clean up ponds at the Kesterson National Wildlife refuge near Los Banos. The ponds have been used to hold contaminated agricultural wastewater drained from farms in the westeern San Joaquin Valley. Newborn waterfowl at the refuge have suffered severe birth defects from high levels of selenium in the water. The members whose terms have expired are Chairwoman Carole A. Onorato and Warren D. Noteware, both appointed by former Gov. EDmund G. Brown Jr.
