Baker OKd as Treasury Chief

WASHINGTON — In its first major vote of the 99th Congress, the Senate today confirmed White House Chief of Staff James A. Baker III as Treasury secretary, clearing the way for him to complete a job swap with Donald T. Regan. The roll-call vote was 95 to 0.
White House officials have said they hoped Baker could be sworn in by the end of the week, clearing the way for Regan, the current Treasury secretary, to assume Baker’s chief of staff job.
