The implementation of a countywide system of freeway call boxes will be studied under a directive approved Tuesday by the San Diego County Board of Supervisors. The board told the county’s top administrator to return in one month with a plan for establishing the network of phones to aid troubled motorists. The county will seek the money needed to install the phones from a state fund that was established to pay for the installation of 911 emergency lines statewide. Supervisor Paul Eckert said he believes there is a surplus in that fund, which comes from a surcharge on phone bills. He said he is working with state Sen. William Craven (R-Oceanside) to introduce legislation that would allow the county to tap the fund.
