The Boy Scout and Girl Scout organizations have rejected a request from the City of San Diego to operate horseback riding facilities at their headquarters in Balboa Park. Sue Williams, deputy city manager, said Wednesday that the two organizations said that although they have operated similar horse rental concessions in other places, their headquarters in the park is inadequate for keeping horses. The Public Facilities and Recreation Committee of the City Council requested that the city manager’s office continue to study the possibility of having rental horses in the park. Councilman Bill Mitchell suggested to the committee that a temporary rope corral be built to allow operators to bring horses in on weekends.
