Labor Secretary-designate William E. Brock pledged at his Senate confirmation hearing today to review the federal agency’s programs after several Democratic senators accused the department of failing to protect the health and safety of the nation’s workers.

Brock refused to criticize Labor Department policies. However, he promised a complete examination of decisions, including one by the Occupational Safety and Health Administration not to require farmers to provide toilet facilities and drinking water to half a million field hands nationwide.
