The fate of the proposed Harbor Square project again will be in the hands of the county Board of Supervisors next Tuesday when the board will decide whether to waive $75,000 in option payments owed it by a private developer.
The developer, Harbor Square Associates, has agreed to build a $100-million complex of offices, restaurants, shops and a hotel on two public parking lots flanking the harborfront County Administration Center.
But the City Council, which holds final land use authority over the property, has ordered the proposal redrawn because of objections over the size of the development and the construction of office buildings on valuable public land.
Harbor Square Associates has missed its last two $25,000 lease-option payments, which were due the county in March and April. But because of confusion over how the city’s concerns can be resolved, Clifford Graves, the county’s chief administrative officer, has recommended that the developer be given at least until June to submit a specific plan for dealing with the city and details of any redesign of the proposed project.
