Aruba Moves a Step Closer to Independence

THE HAGUE — The Dutch Parliament’s upper house Wednesday passed legislation taking the small Caribbean island of Aruba closer to becoming an independent state.
Aruba, off the coast of Venezuela, with a population of 63,000, is part of the Netherlands Antilles, a self-governing group of six islands.
The legislation, adopted by the lower house earlier this month, allows Aruba to withdraw from the group next Jan. 1, giving it a so-called separate status as a first step towards full independence in 1996.
