Nearly 100 animal rights activists, protesting the renewal of federal funding to a controversial head injury research laboratory at the University of Pennsylvania, occupied the offices of an administrator at the National Institutes of Health in suburban Washington. Alex Pacheco, chairman of People for the Ethical Treatment of Animals and the leader of the sit-in, said it would continue until NIH officials agreed to cut off funding to the laboratory.
