Fears of state and local officials that their governments will lose revenue as a result of the Reagan Administration’s tax reform proposals are unfounded, a White House spokesman told 3,000 county officials in Orlando, Fla. Ending the federal personal income tax deduction for state and local taxes, as proposed by the Administration, won’t affect local and state governments directly, said Mitchell E. Daniels Jr., deputy assistant to the President for intergovernmental affairs.
