Senate Majority Leader Bob Dole today named Donald Devine, the controversial former personnel chief for the federal government, as a key official of Dole’s political action committee, taking another step in the early maneuverings for the 1988 presidential race.

The choice of Devine, who withdrew his name for a second term as chief of the Office of Personnel Management amid controversy over his actions, gives Dole, of Kansas, a direct link to the more conservative wing of the Republican Party, which backed Devine strongly in his unsuccessful reappointment fight.
