Clarence Pendleton Jr., controversial chairman of the U.S. Commission on Civil Rights, will give the keynote address Saturday at the holiday conference and annual meeting of the Associated General Contractors (AGC) of California at the Canyon Hotel in Palm Springs.

Pendleton, who has attacked hiring quotas as unfair to minorities and a burden on employers, has been labeled an Administration lackey by civil rights leaders.

Humorist Stan Freberg will speak on “How to be Offbeat Without Being Offbase” at Saturday’s luncheon.
