The principal promoter of a ballot initiative that would establish English as the official language in Monterey Park has filed suit against the city in Los Angeles Superior Court. Frank Arcuri said he took the action to force the City Council to place the issue on the April 8 ballot. Last month the city clerk rejected a petition circulated by Arcuri that contained more than 3,000 signatures calling for the English-only initiative. The petition was rejected because it was incorrectly worded, city officials said.
