Traffic Safety Stressed: The Police Department is placing special emphasis on traffic safety during the holiday season, said Chief Raymond C. Davis, stressing that hit-and-run accidents are the main concern. A federally funded program has allowed the city to free up two officers and a civilian employee to work strictly on the problem. Davis said the bilingual program will put emphasis on reducing hit-and-run incidents involving Latinos. In addition, local tow-truck companies have sponsored a bilingual bumper-sticker program featuring the message, “An accident is not a crime . . . Hit and run is.”
