Libya Calls Up 40,000 Reservists

TRIPOLI, Libya — Libya, preparing for what it believes will be a U.S. or Israeli attack, beefed up its armed forces with 40,000 reservists today despite U.S. statements that Washington would press for economic sanctions instead.
Western diplomats played down the Libyan military move, saying there were few other signs that Libya was preparing for an attack. The diplomats also said it was doubtful that the expected U.S.-imposed economic embargo against Tripoli would work.
