Legislation by state Sen. Bill Greene (D-Los Angeles) and Assemblyman Curtis Tucker (D-Inglewood) that would have forced insurance companies to abandon territorial ratings in automobile insurance and charge premiums solely according to the driver’s record, no matter where he lived, was killed by the Senate Insurance Claims and Corporations Committee by a vote of 3-1. Several legislators said that such a new system would mean as much as 40% increases to their own affluent constituents in outlying areas of Los Angeles County and rural areas of the state.
