Held on suspicion of grand theft for allegedly claiming that for $5,000 apiece he could furnish two Japanese students at a Los Angeles beauty college with work permits and social security papers was Kunio Horiguchi, 37. Los Angeles police Asian Task Force officers arrested Horiguchi in Hollywood as he arrived to meet another presumed potential victim, said Detective Sam Masuda. The initial pair had complained to police that Horiguchi took their money in December and disappeared after promising the documents as well as jobs. He was taken to Parker Center Jail, where immigration authorities asked that he be held without bail for a hearing.
