Robert J. Waller , outgoing chairman of the Orange County Chamber of Commerce, has been named president of the Apartment Association of Orange County. Waller recently retired as vice president of Santa Ana-based U.S.D. Corp., the largest manufacturer of scuba equipment and other life support products in the United States.
