The chairman of the House aviation subcommittee Friday called on President Reagan to appoint an independent panel to investigate the explosion of the space shuttle Challenger.

“Such a board is the usual and customary practice in aviation, and the public has come to expect the accountability and integrity that an outside panel provides,” said Rep. Norman Y. Mineta (D-San Jose), chairman of the Public Works and Transportation aviation subcommittee, in a letter to Reagan.

Such a panel could operate independently of NASA, but NASA employees could serve as advisers to it.
