A policy to be developed by the staffs of the namesake cities of Niagara Falls will seek ways to clean up the river that divides them.

Mayor Bill Smeaton of this Ontario town and Mayor Michael O’Laughlin of Niagara Falls, N.Y., said after a joint meeting of their city councils Tuesday that they want to set an example of cooperation for other levels of government. They agreed that the cleanup of the Niagara River has been ignored too long.

Although neither man committed any money to the project, they pledged to work toward a joint environmental policy and to have their councils meet again in about six months.
