CAIRO — President Julio Sanguinetti of Uruguay held talks Monday with President Hosni Mubarak on regional developments and ways of promoting bilateral relations, Egyptian officials said. Sanguinetti, who arrived Sunday at the start of an overseas tour, met with Mubarak at the presidential palace.
