People Express Airlines announced some frills.

The formerly no-frills carrier, changing its strategic course, said it would offer a frequent-flier program, called Travel Reward, starting Thursday. It will also offer first-class seating on most of its 727 and 737 aircraft by year-end. First-class fare will include the cost of food and drinks, a spokesman said, a change from the previous policy that required passengers to pay for them separately. The airline had a net loss of $27.5 million in 1985 and has said it expects to report a loss of about $35 million for the first quarter of 1986.
