Spanish Fishing Protest

SANTANDER, Spain —
About 100 fishing vessels based on Spain’s northern coast gathered Tuesday near this port to protest what they consider unfair distribution of European fishing licenses. The protest coincided with the opening of a conference of fisheries ministers of the European Communities.
