Smog Violations?

A serious problem has come to our attention and we wish to share it with you.

We have noticed that commercial trucks and military vehicles are on the freeways in the Los Angeles and appear to be in violation of smog regulations. Recently, for example, we were driving on the Ventura Freeway in the Calabasas area next to a caravan of military vehicles. There must have been at least 25 Jeeps, trucks, and cars carrying equipment and each of these vehicles had thick, black smoke pouring out. Yet, not one Highway Patrol car pulled them over; no one seemed concerned that they were a major cause of polluting our air.

On a daily basis we can all witness commercial trucks and military vehicles on the roads with their black smoke suffocating us. And, it seems that they also run on diesel fuel, which makes it even worse.

Are these vehicles subject to the same regulations private citizens must adhere to, or can they keep getting away with avoiding inspections and smog certificates?
