A Skid Row shelter for the homeless received $12,852 from the Los Angeles Community Redevelopment Agency, enough to keep the troubled facility open until Sept. 30. Officials of Transition House, a 130-bed center on the eastern edge of the downtown area, had warned last week that they would have to close if they did not receive a $300,000 bail-out. Officials of the agency and Transition House left unanswered how the shelter, which was selected this year by federal officials as a model homeless program, would fare after Sept. 30.
