Transportation Secretary Elizabeth Hanford Dole said Tuesday that Manila’s airport does not maintain effective security measures.

She ordered notices posted in U.S. airports and directed airlines that fly to the Philippine capital to provide written notice to passengers that the airport does not meet international civil aviation security standards.

A Federal Aviation Administration spokesman said the notice does not indicate that threats of violence have been directed at the Manila airport and he cautioned against “confusing a threat with inadequate security.”
