The Sudanese government said it no longer will negotiate with rebels in southern Sudan who shot down a civilian airliner last weekend. Officials branded rebel leader John Garang a criminal, according to state-owned radio. “The criminal confessed of his crime without any guilt . . . killing women and children and increasing the famine crisis,” Information Minister Mohammed Tewfik Ahmed said.
