William T. Pheiffer; Ex-Envoy

NEW YORK — William T. Pheiffer, former ambassador to the Dominican Republic and a congressman from Manhattan, has died at age 88. In 1940, he became the first Republican to carry the 16th Congressional District on Manhattan’s East Side.
Pheiffer, who died Saturday at his home in Manhattan, was appointed ambassador to the Dominican Republic by President Dwight D. Eisenhower in 1953 and served until 1957.
