Two Los Angeles men have been arrested in the Northern California city of Richmond as suspects in the murder of Larry O’Neal Allen, 31, in what police said was a dispute over a dope deal. Lt. Joseph Freia of the Los Angeles Police Department’s 77th Street Division said Allen was shot several times during a street-corner quarrel with Kenneth Peoples, 23, and Gregory Hegwood, 25, in the 500 block of West 77th Street last Saturday.
