A former engineer for the Bay Area Air Quality Management District has been arrested and charged with embezzling nearly $70,000 from the agency. Victor Tabor Reyes, 44, was taken into custody on a warrant issued by the San Francisco district attorney’s office and is being held on $100,000 bail. Reyes allegedly pocketed $68,000 in permit fees filed with the San Francisco-based agency in order to pay off gambling debts. A district spokesman said Reyes, who resigned last week, had worked for the agency since 1977.
