Spanish Prime Minister Felipe Gonzalez’s Socialists won a one-seat victory over the previously dominant Basque Nationalist Party in elections for an autonomous Basque Parliament in Spain’s most troubled region. With 99.4% of the vote counted, the Socialists won 18 of the assembly’s 75 seats to 17 for the Nationalist Party, which controlled the outgoing Parliament. The Socialists will lack a majority, with various local Basque parties winning seats. The Socialists’ regional leader, Jose Maria (Txiki) Benegas, said he will immediately begin talks to form a regional coalition government.
