In a snub to the councilman responsible for their city’s creation, Agoura Hills officials have named Councilwoman Fran Pavley to a second term as mayor.

Pavley, who was the city’s first mayor after incorporation in late 1982, was chosen on a 4-0 vote Tuesday night to replace Councilwoman Vicky Leary in the honorary position. Councilman Jack W. Koenig was picked to be mayor pro tem. The terms last for one year.

Bypassed for either of the posts, as he has been since incorporation, was Councilman Ernest Dynda. He is a supporter of growth who has frequently clashed with other council members on development issues.

Dynda is known as the father of Agoura Hills because of his work in organizing and heading the community’s four-year cityhood campaign. His council term ends in late 1987.

“It would have been an honor to be mayor, but I guess I’m not a member of the country club,” Dynda said after the vote.

He abstained from the vote on Pavley, but did vote for Koenig.
