European manufacturers said they have filed a complaint with the European Community Commission, charging that Japanese firms were dumping microchips on the European market. The European Electronic Component Manufacturers’ Assn. said some Japanese suppliers undercut them by up to 36% in the market for computer chips, for computer memories.
