A policy banning endorsement of political candidates by student publications in the California State University system is being challenged legally by the editor of the Aztec, San Diego State University’s student newspaper. R. Andrew Rathbone, in a federal court suit, contends that the prohibition will violate his right to free speech if he cannot endorse candidates.
