The FBI in San Francisco said agents have arrested two fugitives, one of them a Hell’s Angels leader on the agency’s 10 Most Wanted list for ordering the beating of a Santa Cruz businessman. The other was picked up on a murder warrant from Houston, Tex. FBI spokeswoman Ellen Knowlton said Fillmore Raymond Cross Jr., 44, former president of the San Jose Chapter of the motorcycle club, surrendered after several weeks of negotiations between his lawyer and a Santa Cruz County prosecutor. She identified the Houston murder suspect as Jorge Luis Garcia, 23, who was captured near his San Francisco home after FBI agents located him through fingerprint records after a shoplifting arrest. Garcia is charged with the 1981 shooting death of Donna Sue Arthur, 38, while burglarizing her Houston home.
