20,000 Citizens Leave East Germany in 1986

WEST BERLIN — East Germany allowed almost 20,000 of its citizens to emigrate legally to West Germany this year, the second highest figure since 1965, a West Berlin-based refugee organization said Tuesday.
Government officials in Bonn confirmed the figures.
The refugee group said the 1986 total compared with between 8,000 and 11,000 annually up to 1984, when the number of exit permits granted by the East German authorities reached a record 35,000.
