The two Voyager pilots and designer of the fragile aircraft that flew into history last month by circling the earth non-stop will be honored today by the Legislature and Gov. George Deukmejian. Special commendations are planned by the Assembly and Senate for Dick Rutan, 48, and Jeana Yeager, 34, the first aviators to fly around the world without stopping to refuel. Rutan’s brother, Burt, 43, also will be honored for designing and building the plane that made the historic 26,000-mile journey from Mojave in nine days. The trio last month received medals from President Reagan for their efforts.
