Jittery CBS News staffers speculated that layoffs or closings of news bureaus could result from a long-awaited plan for reorganization and belt-tightening that division president Howard Stringer presented to chief executive Laurence Tisch on Wednesday. Depending on what Tisch decides, the extent of new cuts could be known later this week or early next week. Since 1985, CBS News has eliminated 214 jobs and now has a worldwide staff of 1,220, a spokeswoman in New York said.
