Atty. Gen. Edwin Meese III, seeking to prevent any disruption of the Iran- contra investigation, appointed independent counsel Lawrence E. Walsh to a parallel job today in an attempt to sidestep legal challenges to the probe.

“By my authority as attorney general I am appointing Judge Walsh to head a new office of ‘independent counsel,’ ” Meese announced. Meese also announced that the Justice Department had joined a move by Walsh to throw out Lt. Col. Oliver L. North’s constitutional challenge of the independent counsel law.
