New York has launched an AIDS campaign that includes “safe sex” instruction starting in elementary schools, officials said. “It is essential they (elementary school students) begin to understand the communicability of the disease,” said state Education Commissioner Gordon Ambach. Ambach said the state has developed AIDS information that children can understand and has prepared teaching manuals. The decision on what to teach the pupils will be left up to school districts, he said.
