Baldwin Park : Tanner Carries Legislation
Assemblywoman Sally Tanner (D-El Monte) this week rushed a bill through the Legislature that allows the two remaining members of the Baldwin Park City Council, Bobie Izell and Rick Green, to conduct council business until Aug. 1.
Tanner was asked to sponsor the bill after two council members, Mayor Jack B. White and Councilman Leo King, were recalled in a March 31 election. A third councilman, Robert McNeill, died in December.

The names of Baldwin Park’s two City Council members were given incorrectly in a story in Thursday’s San Gabriel Valley section. The correct names are Rick Gibson and Bobbie Izell.
Under law, a vote of three council members is required to enact an ordinance, resolution or order payment of bills. But the Tanner bill creates an exception in Baldwin Park and allows measures there to be decided by the two councilmen until after a July election to fill the three vacant seats on the five-member council.
The Assembly Elections and Reapportionment Committee approved the bill 8 to 0 on Monday and sent it to the Assembly floor, where it was passed by a 74-0 vote. Later in the day it sailed through the Senate by a 36-0 margin. Gov. George Deukmejian signed the bill Tuesday, and it went into effect immediately.
