Teachers in the San Diego Unified School District hope for new language governing transfers, reassignments, grievances and other work rules in contract negotiations that officially opened Tuesday.

The San Diego Teachers Assn. presented its initial proposal Tuesday to the Board of Education for its 6,000 teachers. Bargaining will take place over the next several months.

The association document contains no specific salary proposal. The board already has adopted a budget for the next school year that cuts some curriculum programs and contains no money for salary increases, based on a lack of new funding increases expected from Sacramento. Association President Donald Crawford asked the board Tuesday to consider salary increases as a high priority if additional funds become available from the state.
