Floodwaters kept about 100 families in Victoria, Tex., out of their homes for a second day, while Minnesota and Wisconsin sweltered under crop-damaging record heat. Around the nation, fair weather and moderate temperatures were the rule, but the upper Mississippi Valley was hit with record high readings, including 94 at La Crosse, Wis., 93 at Minneapolis and 94 at Rochester, Minn. Meanwhile, crews resumed searching for a Victoria man believed drowned after he was washed downstream along the Guadalupe River, police said.
