A growing population is bringing Los Angeles face-to-face with greater racial polarization as well as shortages of affordable housing and decent jobs, the United Way said in a new report. The report said the city’s population will total 9 million within three years--one-third Latino and one-tenth Asian. Motorists will have to commute longer distances and there will not be enough teachers or classrooms, the report added.
