President Reagan sent a confidential letter to Syrian President Hafez Assad offering to send a special envoy to Damascus to improve relations between the countries, and Assad has accepted the offer, an Administration source said. The letter included a mention of the recent kidnaping of American journalist Charles Glass as well as the eight other Americans held hostage in Lebanon, ABC-TV said in a report confirmed by the Administration source. The White House declined comment on the report. The source declined to specify when the special envoy would go to Syria.
