The House Judiciary subcommittee on administrative law approved and sent to the full committee a bill that would make independent counsel investigations of top federal officials a permanent fixture. The original independent counsel language passed Congress in 1978 with a five-year life span, was renewed in 1983, and is set to expire Jan. 3. The new bill would have no expiration date. The law’s constitutionality is under attack by the Justice Department and subjects of independent counsel investigations: Oliver L. North and Michael K. Deaver.
