Assembly Floor Action:

Textbooks: Granted final approval on a voice vote to a resolution (ACR 11) by Assemblyman Bill Leonard (R-Redlands) stating that school textbooks should not arbitrarily exclude balanced references to religion “if essential for an understanding of the history and culture of our society and the relationship between church and state under our Constitution.” Committee Action:

Restrooms: The Assembly Governmental and Efficiency Committee approved a bill (SB 247) by Sen. Art Torres (D-Los Angeles) to make it illegal not to build enough restrooms for women at sports and entertainment facilities. An 8-0 vote sent the bill to the Ways and Means Committee.

Transit: The Assembly Transportation Committee approved a bill (SB 2) by Sen. Alan Robbins (D-Van Nuys) to create a new transit superagency in Los Angeles County. An 8-1 vote sent the bill to the Ways and Means Committee. Similar legislation is moving in the Senate. Senate Committee Action:

Tax Conformity: The Senate Revenue and Taxation Committee approved a bill (AB 53) by Assemblyman Johan Klehs (D-San Leandro) to substantially conform state income taxes to the recently overhauled federal tax codes. The committee first stripped the bill of its contents and substituted provisions of a previously rejected measure authored by Sen. John Garamendi (D-Walnut Grove), its chairman. A 5-0 vote sent the revised bill to the Appropriations Committee. The provisions of both bills are expected to end up in a two-house conference committee sometime this summer.

Legislative Pay: The Senate Rules Committee approved a bill (AB 2676) by Assemblyman Tom Bane (D-Tarzana) to increase state legislative salaries by 10%--from $37,105 to $40,816--starting in late 1988. A 3-0 vote sent the bill to the Appropriations Committee.

Minimum Wage: The Senate Industrial Relations Committee approved a bill (AB 1187) by Assemblyman Richard E. Floyd (D-Hawthorne) to increase the minimum wage from $3.35 to $4.25 an hour. A 5-2 vote sent the bill to the Appropriations Committee.

Gridlock: The Senate Judiciary Committee approved a bill (AB 667) by Assemblyman Richard Katz (D-Sepulveda) to allow cities and counties to enact ordinances imposing $50 to $500 fines on motorists who block traffic by entering intersections on a green light but then become trapped when the light turns red. A 9-0 vote sent the bill to the Appropriations Committee.

AIDS: The Judiciary Committee also approved a bill (AB 250) by Assemblywoman Teresa P. Hughes (D-Los Angeles) to allow doctors to notify spouses of married patients who test positive for AIDS antibodies. An 8-0 vote sent the bill to the Senate floor.

Train: The Senate Transportation Committee approved a bill (AB 1839) by Assemblyman Katz to set up a commission empowered to build and operate a high-speed train between Southern California and Las Vegas. A 10-0 vote sent the bill to the Appropriations Committee.
